Boards that actually govern
The difference between a governing board and a reporting audience is usually a single page of delegation.

Board packs grow because nobody is certain what the board is for. Where authority is unclear, management submits everything, and the board reviews rather than decides.
A tiered delegation of authority resolves most of this. Below the threshold, management acts and reports. Above it, the board decides against a defined standard of evidence. The pack then shrinks to the decisions that actually require the room.
Risk registers deserve the same treatment. A register that is not revisited between annual audits is documentation, not governance.
